Hello all,
We realize that many of you are still searching for the most updated, post-disaster information from your parishes or counties, and we want to help.
With Tropical Storm Hanna and Hurricane Ike, we’re operating more blogs to help the communities in the storms’ tracks. We have to sign off on the Hurricane Gustav blog for now, but, we can direct you folks to the right places for your needed information:

BATON ROUGE (September 4, 2008) — Commissioner of Administration Angele Davis announced the closure of state government offices on Friday, September 5, 2008, due to Hurricane Gustav, in the following parishes:
Lafourche, Plaquemines, St. Bernard, St. Charles, Terrebonne, Ascension, Assumption, East Baton Rouge, East Feliciana, Iberville, Pointe Coupee, St. James, West Baton Rouge, West Feliciana, Livingston, St. Helena, St. John the Baptist, St. Tammany
All state employees who work in a state facility located in parishes not listed above should report to work, unless they are instructed by their supervisors to either not report to work or to vacate their work sites due to unforeseen electrical outages or damages.
All essential personnel, as well as employees that are required to work due to Hurricane Gustav, should report to work as directed by their supervisors.

Baton Rouge (September 2, 2008) – The head of the U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) today announced that federal disaster aid has been made available for the state of Louisiana to help people and communities recover from the effects of Hurricane Gustav on September 1, 2008, and continuing.
FEMA Administrator David Paulison said the assistance was authorized under a major disaster declaration issued for the state by President Bush. The President’s action makes federal funding available to affected individuals in the parishes of Acadia, Allen, Ascension, Assumption, Avoyelles, Beauregard, Cameron, East Baton Rouge, East Feliciana, Evangeline, Iberia, Iberville, Jefferson, Jefferson Davis, Lafayette, Lafourche, Livingston, Orleans, Plaquemines, Pointe Coupee, Rapides, Sabine, St. Bernard, St. Charles, St. James, St. John the Baptist, St. Landry, St. Martin, St. Mary, Terrebonne, Vermilion, Vernon, West Baton Rouge, and West Feliciana.
The assistance, to be coordinated by FEMA, can include grants to help pay for temporary housing, home repairs and other serious disaster-related expenses. Low-interest loans from the U.S. Small Business Administration also will be available to cover residential and business losses not fully compensated by insurance.
Federal funding also is available to state and eligible local governments and certain private nonprofit organization on a cost-sharing basis for in the parishes of Acadia, Allen, Ascension, Assumption, Avoyelles, Beauregard, Cameron, East Baton Rouge, East Feliciana, Evangeline, Iberia, Iberville, Jefferson, Jefferson Davis, Lafayette, Lafourche, Livingston, Orleans, Plaquemines, Pointe Coupee, Rapides, Sabine, St. Bernard, St. Charles, St. James, St. John the Baptist, St. Landry, St. Martin, St. Mary, Terrebonne, Vermilion, Vernon, West Baton Rouge, and West Feliciana for debris removal.

Baton Rouge (September 2, 2008) – The Department of Homeland Security’s Federal Emergency Management Agency (FEMA) is working with its federal, state and local partners to remind those that fled Hurricane Gustav to remain in place until state and local officials announce it is safe to return.
“Don’t go home when there’s no power, there’s no water, the roads are blocked, and trees are down,” said FEMA Administrator David Paulison.
Evacuees attempting to return home early face road blocks, traffic delays, limited water and food, limited utilities, no hospitals and limited if any health care facilities, and serious health hazards. Those crowding the roads seeking to return home are limiting the mobility of emergency responders, utility workers and other essential personnel who must travel to their area and complete their work before it is safe for the general public to return.
Instead, evacuees should remain where they are – with friends and family, at a hotel, or at a shelter. Shelters provide safe havens for evacuees with food and medical care while officials in southern Louisiana work to prepare for their return.

The state has compiled this information from parish and media reports, but we urge anyone seeking to return home to consult their local officials.
Acadia Parish – A dusk to dawn curfew is in place until further notice.
Allen Parish – A dusk to dawn curfew is in place.
Assumption Parish – Residents are allowed to return, although parish officials do not recommend returning. Curfew is in place beginning each night at 8:00 p.m.
Ascension Parish – Dusk to dawn curfew remains in effect until Tuesday morning. People with non-essential business urged to stay off the streets.
Calcasieu Parish – The evacuation order and parish-wide curfew have both been lifted.
East Baton Rouge Parish – Curfew in place from 8:00 p.m. to 6:00 p.m. until further notice
Iberia Parish – Officials are discouraging residents from returning until further notice. Curfew is in place from 6:00 p.m. to 6:00 a.m.
Jefferson Parish – Residents may re-enter beginning at 6:00 a.m. on Wednesday. Curfew will be lifted Wednesday morning.
Lafayette Parish – 8:00 p.m. to 6:00 a.m. in effect Monday, Tuesday and Wednesday.
Lafourche Parish – Parish is open to re-entry. A curfew in place from 10:00 p.m. to dawn due to of lack of electricity.
Orleans Parish – Tier 1 workers are allowed into the parish. Residents will be allowed back in the city begining Thursday at 12:01 a.m. A dusk to dawn curfew is in place until further notice.
Plaquemines Parish – No timeline has been set for re-entry to the parish. Only those with special passes are allowed in. A 8:00 p.m. to 6:00 a.m. curfew is in place.
Pointe Coupee Parish - An 8:00 p.m. to 5:30 a.m. curfew is in place until further notice.
St. Bernard Parish – Residents could be allowed re-entry beginning Wednesday at 6 a.m. A 24-hour curfew is in place.
St. Charles Parish – Resident will be allowed to enter Wednesday. Only those with Tier 1 and Tier 2 passes will be allowed in until then. A 8:00 p.m. to 6:00 a.m. curfew is in place until further notice.
St. James Parish – Only utility personnel and damage assessment teams are being allowed in the parish. A 6:00 p.m. to 6:00 a.m. curfew is in place until further notice.
St. John Parish – Officials have not indicated when residents will be allowed to return. Curfew is in place from 8:00 p.m. to 6:00 a.m. through Wednesday.
St. Martin Parish – The curfew has been lifted. Residents asked to exercise caution in returning.
St. Tammany Parish – Residents can return Wednesday at 6:00 a.m. Curfew is in place Tuesday night from dusk to dawn.
Tangipahoa Parish – Parish is open to re-entry. Curfew is in effect from 8:00 p.m. to 6:00 a.m..
Terrebonne Parish – Officials say a tentative plan to allow residents to return beginning Friday at noon. A 24-hour curfew is in effect.
Washington Parish – The parish is open to all residents. The curfew has been lifted.

Baton Rouge (September 2, 2008) – The National Guard has now opened six supply distribution points throughout Lafourche, Iberia, St. Mary, and Terrebonne Parishes. These points will distribute water, ice, food, and tarps to residents affected by Hurricane Gustav.
The points will be located at:
Lafourche Parish
• Matthews: 4876 Hwy 1 (located adjacent to the new Wal-Mart.)
Iberia Parish
• New Iberia: 1202 E. Admiral Doyle Drive
• Jeanerrette: Abandoned Piggly Wiggly on Hwy 182.
Terrebonne Parish
• Houma: Behind the Civic Center at 346, Civic Blvd.
St. Mary Parish
• Franklin: Patterson Civic Center 116 Cotton Rd.
• Morgan City: Morgan City Auditorium, 725 Myrtle St.
The National Guard, along with local Office of Emergency Preparedness’, are currently working to open locations in the Baton Rouge and Alexandria areas. As soon as locations are finalized they will be released.

Earlier today the full scale assessment of public service infrastructure has begun. Ten assessment teams from the Parish Public Works Departments are coordinating with National Guard Work Teams, federal and state agencies, and local electric utility providers to identify problems and to aggressively begin the recovery process.
Public Service infrastructure such as roads, bridges, levees, pumps, sewerage and water systems, hospitals and the entire electric utility system must be analyzed for apparent and latent damages. Numerous breaks in the water distribution system has caused the Consolidated Water District to shut off water service to areas south of Presque Isle until such a time that the leaks can be located and repaired, or isolated.
No major flooding or levee breaks have been reported in the Parish,
Residents are reminded that the Parish is still under a 24 hr curfew, and should not re-enter the Parish until further notice. Please stay tuned to the local media for additional information on this matter, and/or visit the Parish’s website, www.tpcg.org, for updates. A special 1-800 phone number has also been set up to provide information on the progress of this and other issues regarding Hurricane Gustav recovery efforts. The number is 1-800-35HOUMA (1-800-354-6862).

Terrebonne Parish President Michel Claudet, and Terrebonne Parish Sheriff Vernon Bourgeois jointly announced that a 24 hr. curfew would take effect immediately for all of Terrebonne Parish. The curfew is necessary to allow search and rescue teams to canvass the Parish, and to allow damage assessment teams to survey the Parish. In addition, the National Weather Service has advised that the Parish will continue to experience gale force winds until at least 12 AM September 2, 2008. Due to the track of Hurricane Gustav, southerly winds will prevail, which will result in increased tides and storm surge over the next 12-14 hrs.
Residents are advised to avoid returning to the Parish until further notice. The Louisiana State Police has been requested to man check points on all major highways entering the Parish. This action is being taken to provide security to the businesses that have suffered structural damage of their business, and to allow utility workers full access to the road system. This action will accelerate the removal of obstructions on the area roadways. This order is effective until at 12 noon September 2, 2008. An extension to the order will be re-evaluated at that time.
President Claudet and Sheriff Bourgeois also said that a curfew on the sale of alcoholic beverages will also be in effect for the same time period. This measure was put into effect to help ensure the safety of law enforcement and others who will be called upon to respond to emergency situations throughout the parish.
Consolidated Water District of Terrebonne Parish has advised that drinking water should be boiled or disinfected before consuming. This applies to all of Terrebonne Parish, and will effective until further notice.
