Hello all,
We realize that many of you are still searching for the most updated, post-disaster information from your parishes or counties, and we want to help.
With Tropical Storm Hanna and Hurricane Ike, we’re operating more blogs to help the communities in the storms’ tracks. We have to sign off on the Hurricane Gustav blog for now, but, we can direct you folks to the right places for your needed information:
- For Louisiana citizens, the state of Louisiana is routinely updating this site with press releases: http://emergency.louisiana.gov/ You can find information on school closures, FEMA help, food stamps, POD’s, and other important post-disaster resources there.
- For Mississippi citizens, the state of Mississippi is routinely updating its Mississippi Emergency Management site with post-disaster information.
- Local media, such as radio and television outlets, typically provides updated local information.

Preliminary Damage Assessments for Gustav
PEARL – Joint preliminary damage assessments are being conducted by MEMA, FEMA and representatives from local governments.
The joint teams are assessing the damage in Washington, Wilkinson, Harrison and Hancock counties to see if they meet the federal threshold for disaster aid to individuals and households.
The joint teams are also assessing damage in these 16 counties — Adams, Amite, Copiah, Forrest, Franklin, George, Hancock, Harrison, Jackson, Jones, Lincoln, Marion, Pearl River, Stone, Warren and Wilkinson counties — to see if they qualify for federal public assistance.
Hurricane Gustav caused damage from high winds, tornadoes, torrential rainfall and inland flooding. The state received high winds and heavy rains along the entire Mississippi Gulf Coast and up to Brookhaven.
If approved, Public Assistance would provide aid to public and certain private, non-profit entities for certain emergency services and the repair or replacement of disaster-damaged public facilities.
FEMA assesses a number of factors to determine the severity, magnitude and impact of a disaster event. Preliminary damage assessments are used to estimate the extent of the disaster and its impact on individuals and public facilities.

PEARL – The following updates are related to the impacts of Hurricane Gustav in Mississippi:
Number of people and pets returned to coastal counties via Cline Tours Inc. buses yesterday:
- Harrison County: 427 people; five pets.
- Hancock County: 26 people; five pets
Power outages:
• Power is expected to be restored by Saturday morning to most costumers.
• 28,367 outages reported statewide this morning.
• Entergy reports having 10,108 power outages.
• Electric Power Associations of Mississippi report having 18,259 power outages.
• Mississippi Power has 0 power outages.
Curfews:
• Curfews are no longer in effect in Hancock, Harrison and Jackson counties.

PEARL – Mississippi’s request for a federal disaster declaration is pending, which means Mississippi has not yet been approved for federal assistance such as the Disaster Food Stamp Program or Small Business Administration disaster loans.
Additionally, the Federal Emergency Management Agency is not paying for hotel bills for evacuees from Mississippi who fled Hurricane Gustav at this time. Louisiana has received this type of assistance because of the state’s federal disaster declaration.
On Sept. 2, Governor Haley Barbour requested assistance for debris removal for the three coastal counties – Hancock, Harrison and Jackson. Governor Barbour has also requested federal assistance through the Individuals and Households Program, the Disaster Food Stamp Program, Small Business Administration disaster loans for affected counties. Mississippi also hopes to receive a federal hazard mitigation grant to be applied statewide.

As water and power services return to affected areas, food service facilities that want to resume business must contact their local health department or Mississippi State Department of Health (MSDH) Division of Food Safety at 601-576-7689. Qualifying facilities may be issued an interim license to operate until a physical inspection is performed by an MSDH Environmentalist.
To qualify for an interim license:
- The facility must post a sign on its door affirming that a certified manager has spoken with MSDH and that a certified manager is on duty to take responsibility for the safety of any food served.
- A certified Food Safety manager must be on duty in the facility.
- The facility’s water supply must be safe.
- All food must be kept at a proper temperature.
- All cold holding equipment must be operating at a proper temperature.

PEARL –The following is the most up-to-date information reported to the Mississippi Emergency Management Agency about impacts from Hurricane Gustav.
Power outages:
*These numbers have not changed significantly since the morning report. We expect them to be updated this evening.
• 44,841 total outages statewide.
• Entergy: 17,944 outages
• Electric Power Associations of Mississippi: 26,896.
• MS Power had 1 power outage as of 6:27 a.m.
• Most outages are still in the south/southwest parts of the state.

PEARL – The Mississippi Hurricane Recovery Fund has been reconstituted by Governor Haley Barbour. It is a nonprofit organization set up to receive monetary contributions from people who want to assist in recovery from Hurricane Gustav. People wishing to make a monetary contribution may go to www.mississippirelief.com, or they can get to the link from www.governorbarbour.com, or www.msema.org.

PEARL – As Hurricane Gustav evacuees gradually begin to make their ways home over the coming days, Mississippi Emergency Management Agency Director Mike Womack reminds people to be cautious because they may be returning to areas that lack power and water.
Evacuees who can wait to return home should do so until their county or city officials say it is safe.
“Many areas, particularly in the southern and southwestern counties of our state, have roads blocked with debris and trees and power lines still down,” Womack said. “Evacuees may also run into traffic delays. Please be patient and safe as you return home.”
Mississippi Department of Transportation reports the following arteries are congested at this time:
• I-20 westbound – Major traffic delay in that area.
• I-55 southbound – Major traffic delay in that area.
• I-55 south of I-20 – More traffic travel than normal.
• Highway 49 – More traffic travel than normal.

BATON ROUGE, La. (September 3, 2008) – Thousands of Louisianians may be worried about their Social Security checks which are normally received on the 3rd of each month. Attorney General Buddy Caldwell says the United Postal Service was proactive and processed the checks prior to the storm making landfall.
* USPS delivered Railroad Retirement, Office of Personnel Management, Veteran’s Administration, Social Security Administration checks Friday & Saturday for the Gulf Coast areas from Tallahassee Florida to McAllen Texas.
* On Friday August 29, and Saturday August 30, monthly benefit checks for customers in potential Hurricane impacted areas were processed and delivered. Nearly 400,000 people in Texas, Louisiana, Mississippi, Alabama and Florida have received their Social Security checks rather than on September 3rd, the regularly
scheduled payment day.

PEARL –The following is the most up-to-date information reported to the Mississippi Emergency Management Agency about impacts from Hurricane Gustav.
Distribution sites
· The Harrison County point of distribution sites for ice and water have closed and are not scheduled to re-open because of the slow turn out at designated distribution points.
The following sites are still open until local authorities no long request them:
- The Kiln ball field 18324 Highway 43, Kiln.
- Kmart, at the Fred’s old parking lot, 3044 highway 90, Waveland
Power outages:
· 44,841 total outages statewide.
· Entergy: 17,944 outages
· Electric Power Associations of Mississippi: 26,896.
· MS Power had 1 power outage as of 6:27 a.m.
· Most outages are still in the south/southwest parts of the state.
Road closures:
· Highway 90 in Harrison County is now open
· U.S. Highway 98 between Summit and Bude is closed for road repairs. Only local traffic will be allowed in that area. There are signs located at U.S. 98 and I-55 in Summit and at the intersection of U.S. Highway 98 and Highway 184 in Bude to inform the public of the closure.
· Highway 604 in Hancock County remains closed.
· Natchez Trace Parkway closed from Jackson to Natchez.
· Highway 556 and U.S. 98 is open to traffic.
· Highway 51 at Lake Dixie Springs is open to traffic.
